  On December 20, UL, the independent safety testing and certification body, officially released new standards for balance vehicles, drones and e-bikes. UL has issued an updated version of the UL 2272 standard for balance vehicle safety certification, which extends the certification to all electric balance vehicles and other portable electric vehicles. This standard has been approved as a national standard by the Canadian national standards council (SCC) and the American national standards institute (ANSI). UL2849, the second edition of the standard, aims to eliminate the potential risk of electric shock during charging by managing the batteries of pedal or non-pedal e-bikes. The new UL 3030 standard focuses on the safety of electrical systems in unmanned aerial vehicles (uavs), providing certification standards and testing for their safety applications and ubiquity in niche industries.

  The release of the three standards focus on the electrical performance of transportation equipment. As the maker of safety standards in relevant fields in Europe and the us, UL's actions in the battery field are of great significance to the relevant management departments and manufacturers of electric vehicles in China.

  Opportunities and potential concerns of automotive power batteries

  

  Feng hao, vice President of UL and President of greater China, pointed out that the common feature of balance vehicles, electric bicycles and drones is that the core component is the battery power system, which is crucial to determine the performance and safety of the whole product. In fact, China's battery industry is in the middle of a storm: there are now more than 200 companies in China that claim to be in the power battery industry, with a combined capacity of more than 100 gigawatt-hours. The country recently issued regulations to expand the annual capacity of lithium battery monomer companies by 40 times.

  When referring to the automotive power battery industry, UL greater China sales director zhang jian first affirmed the rapid development rate, and predicted that with the support of national policies, more and more enterprises will enter the battery manufacturing field in the future. Among many battery manufacturing enterprises, some of them with strength and considerable output will set foot in the field of power battery manufacturing. At the same time, zhang jian also expressed his concern, on the one hand, the production is huge, how to ensure the quality of the product how to guarantee, whether the product meets safety standards, enter the market is the possibility of causing safety accidents? On the other hand, the current influx of companies could lead to overcapacity in the industry in the future.

  Same demand different path

  The rapid expansion of the electric balance vehicle market in Europe and the United States has created an urgent need for national standards. China's low-speed electric vehicle industry is also urgently looking forward to the unification of standards. Although the "technical conditions for four-wheel low-speed electric vehicle" has been under development, compared with the industrial scale of last year's production of more than 700,000 vehicles, the unification of standards is really long overdue. UL's partnerships with the United States and Canada are valuable.

  The consumer product safety commission (CPSC) received more than 50 reports of fire incidents in the U.S. in the months from Christmas 2015, causing more than $2 million in economic losses, according to wang shunlin, manager of the life safety business of UL's China and Hong Kong energy and power industry controlled products. UL responded quickly to this demand, releasing the UL2272 standard on January 29; On February 18th the CPSC announced that all vehicles sold in America must meet the 2272 standard. Since then, UL has been developing and improving the standard, with the release of the 2272 standard expansion on October 28 this year. Just a month later, ul2272 officially became a national standard in the United States and Canada.

  The third party testing and certification service agency formulates the standard, which becomes the national standard after being certified by government departments. Can we learn from this method in the management of related fields? Zhang jian mentioned that China has a different system for producing standards, and UL is actively seeking cooperation with industry associations and government agencies in China.
